since its internet via phone, the ip only shows A: land where satillite is flying over, or B: a cell tower. and sad to say i think he is safe as hes hasn't actualy violated any laws or terms of agreement, he simply wasted some time...
not to mention, ip adresses change every few hours... depending on isp
